Several much-anticipated details of Sen. Chris Dodd’s (D – Conn.) financial reform bill have been revealed, The New York Times and the Wall Street Journal report this morning. After weeks of negotiations broke down last week with Republicans, Dodd is expected to introduce his own financial reform bill on Monday, a decision that shocked some groups pushing for reform. Though the full bill will likely be released Monday, the NYT and the WSJ have some key details (which are also neatly summarized by Calculated Risk .) “The biggest winner,” the Wall Street Journal notes , seems to be the Federal Reserve, which would house the proposed Consumer Financial Protection Agency. Under the bill, the CFPA would have rule-making authority and would be led by a director appointed by the President. The Fed, under the Dodd bill, would also reportedly be responsible for overseeing any financial institution with assets of more than $50 billion. This amounts to something of a coup for the Fed, the WSJ points out: “Only a week ago, [Senate negotiators] had thought the Fed would only be able to examine roughly two dozen banks, those that held more than $100 billion in assets.” The bill also calls for a new systemic risk council that would be headed by Treasury Department and include “representatives of the Fed, the new consumer agency, the F.D.I.C., the Securities and Exchange Commission, the Commodity Futures Trading Commission and the Federal Housing Finance Agency — along with an official appointed to monitor the insurance industry, which is largely regulated by the states,” the NYT reports . And though the new CFPA would have rule-making authority under the Dodd bill, its decisions could be “overturned by a two-thirds vote of the new systemic risk council, or 6 of the 8 members,” according to the NYT . Robert Holleyman: Private Sector Lessons in Modernizing Government

Modernizing government – creating a faster, more efficient and customer-friendly experience through the use of technology – is among the Obama Administration’s highest priorities. To that end, the president recently hosted dozens of business leaders at a White House Forum, so that they could share their insights. Drawing upon the lessons of that meeting, the following Government Computer News op-ed describes the next steps the federal government should take in order to harness the power of software and technology: As part of his initiative to modernize government, President Barack Obama recently gathered leading chief executives from some of America’s greatest companies, including many from the technology industry. The meetings were the opening salvo in an effort by the president and his administration to learn lessons from the private sector about how best to harness the full power of technology with the goal of increasing efficiency and improving customer service for 300 million citizens. Over the past 20 years, businesses large and small have utilized technology to increase productivity and profitability, all while improving customer access to information on a global scale. The CEOs attending the White House Forum on Modernizing Government, including Sybase’s John Chen, Adobe’s Shantanu Narayen, Microsoft’s Steve Ballmer and Rosetta Stone’s Tom Adams, shared some essential principles and private sector practices that can help guide the government’s efforts moving forward. First, they said, the administration should not try to solve everything at once. There are many examples of failed attempts to overhaul massive government systems in one pass — Social Security and IRS were cited as examples in the meeting. Enormous and complicated legacy challenges cannot be conquered in single effort. Instead, they said, it would be better if the government divided these challenges into smaller, more manageable components with durations of no more than 18 months. These “beacon projects,” which must include clear objectives and accountable leadership, would serve as models for later development. Bernanke Says Unemployment, Excess Factory Capacity to Keep Inflation Low

By Scott Lanman Dec. 15 (Bloomberg) — Federal Reserve Chairman Ben S. Bernanke said the U.S. unemployment rate and the level of unused manufacturing capacity signal “substantial” slack in the economy and will help keep inflation low. “The bulk of the evidence indicates that resource slack is now substantial,” Bernanke said yesterday in a written response to questions from Senator Jim Bunning , a Kentucky Republican. “I continue to expect slack resources, together with the stability of inflation expectations, to contribute to the maintenance of low inflation in the period ahead.” Bernanke and his colleagues on the Fed’s Open Market Committee began a two-day meeting on monetary policy today. Economists say the FOMC tomorrow is likely to repeat its pledge to keep interest rates near zero for an “extended period” because inflation is slowing and unemployment remains near a 26- year high. Bunning’s office today released Bernanke’s responses to 70 questions following up on the Fed chief’s Dec. 3 confirmation hearing before the Senate Banking Committee. Bernanke also rebuffed Bunning’s request to provide unreleased transcripts of Fed monetary-policy meetings and reiterated his opposition to identifying banks that borrowed from the Fed’s discount window. The Senate panel votes Dec. 17 on whether to recommend to the full Senate Bernanke’s nomination for a second four-year term. Bunning has already said he will oppose the Fed chairman. April Forecasts Fed officials, in their April projections, were “too pessimistic” about how much the economy would contract and “too optimistic” that the jobless rate would stay below 10 percent this year, Bernanke said. “We underestimated the extent to which employers were able to continue to reduce their work forces even after they began to increase production again,” he wrote. Responding to questions about asset prices, Bernanke said “there is not much evidence to suggest that the stock market is currently in a bubble.” The increases in prices of gold and other commodity over the past few months “appear to reflect the recovery of the global economy, and it is not clear they have been out of line with fundamentals,” Bernanke said. Bernanke said he backed the Fed’s decision to pay banks including Goldman Sachs Group Inc. the full value on credit- default swaps purchased in the rescue of American International Group Inc. The move was criticized last month by a Treasury watchdog and lawmakers. Bernanke said he wasn’t directly involved in the talks, which were handled “primarily” by New York Fed staffers.
