This is the ninth installment of the Government Accountability Office interview transcripts that were prepared pursuant to the July 2005 GAO report ” Rebuilding Iraq: Actions Needed To Improve Use of Private Security Providers .” Contrary to header information (Title and Purpose lines) in below transcript the GAO interviewers were actually talking about the role of the PCO (Program and Contracting Office) in managing private security contractors in Iraq. As former Secretary of Defense Donald Rumsfeld memorably put it back in a February 12, 2002 press briefing, “There are known knowns. These are things we know that we know. There are known unknowns. That is to say, there are things that we now know we don’t know. But there are also unknown unknowns. These are things we do not know we don’t know.” As one reads this transcript one realizes that military officials knew there were lots of things they did not know, such as keeping track of private contractors or having any information on subcontracts. In theory, these contractors are supposed to register with the MOI as they enter the country, but in reality they rarely do. The USG only has cognizance of those contractors deploying through Kuwait of Ft. Belvedere. In order to pass through Ft. Belvedere or any official USG deployment center, contractors must have a common access card (CAC). CAC cards are given to civilians, military, and contractors. Thus, if contractors pass through a USG deployment center, they would have to apply for CAC cards and from this information the military could glean a list of contractors in Iraq. This list would not be comprehensive, however. The following part of the write-up covers our discussion was with _______________ _________ TYPES OF SECURITY IN IRAQ Currently, there are four types of security in Iraq: 1. Convoy security–typically preformed by civilian military Page 1 Record of Interview 2. Site security–provided by a number of different sources including: private security contractors (such as _______________ home country nationals (HCNs)/Iraqi people, third country nationals (TCN), and the military 3. Military security–overarching security services 4. Personal security–private security detail (PSD) contracted by private security companies for either contractors, DOS and other government agencies CONTRACTS N IRAQ _______________ aware of several contracts in Iraq. o Currently there are nine primes working for the PCO. The PCO provides these primes with bodyguards, a living area, site and convoy security. The PCO does not, however, provide these primes with life support. o DOS has PSD through a contract with _______________ o PCO has PSD, site, and some convoy security through _______________addition _______________ contracts for personal security while the remaining 20% is split with 10% on the operations center and 10% on site and convoy security. _______________ operations center will only be responsible for collecting intelligence and movement logistics. They will not be responsible for making decisions regarding alternate routes or coordination with the military. Currently, only three people are working in the operations center. o _______________ on the RIO contract has the _______________ providing its security. _______________ living quarters at Basra and from this base camp works at sites within 100 miles in southern Iraq. The _______________ escorts _______________these sites. o _______________ also gave us the most recent list of PSCs that he has from the PCO. STAGING SITES IN IRAQ Currently there are two staging sites for Iraq: Abu Gareb and Umkasar. Two sites will open later in Mosul and Assud. MNFI could not provide security for these sites so PCO now contracts out for security of these sites. MNFI only does military work. Military have too much on their plate. Military have a different definition of security. QRF not good enough. The military doesn’t know how to prioritize. MISCELLANEOUS COMMENTS o The North does not have as much control as the south. o Sector PMOs only give project management support. For example, they help schedule, task orders, manage construction, and handle the logistics and finances of the contract. o While DOD owns the contracts, the Army just oversees them. o _______________ s unaware of any crimes being committed by contractors or any DOS policy letters dealing with contractors. o _______________ reports that transportation into Iraq has proved difficult. Everyone knows the nation’s health care bill is too big and that rising medical costs are unsustainable. The politicians, health economists and industry lobbyists have their cost-cutting ideas, and many of them are enshrined in the new health care reform law. But the provisions aren’t supposed to rein in costs for years. We can’t wait. Engineers — that’s right, engineers — also have some thoughts about reducing health care costs. Their ideas aren’t incorporated into law and don’t usually make headlines. But they have many advantages: They have been tested, are relatively inexpensive to implement and don’t require new government regulations. Working with 20 major hospitals in Los Angeles, Riverside, San Bernardino and San Francisco, a team of USC engineers and students found plenty of low-hanging fruit when it comes to cutting costs. Because health care is a service industry, the time it takes medical professionals to do their jobs is an important variable to study with an eye toward reducing costs. It’s also an ideal variable for the engineer’s tool kit. The central question is what happens to patients as they move through a hospital, whether for a simple X-ray or for a complex surgery. Being engineers, we like to quantify things. How long are patients waiting? How often are machines idle? What is a hospital’s capacity to conduct CT scans? Our engineering team found that big savings can be generated by moving patients through a hospital more quickly and efficiently, whether to register, get a CT scan or undergo a complex surgery. Take mammography. The technicians who perform this procedure often conduct patient interviews – typically lasting about 30 minutes — in the exam room. That’s an enormous waste of exam-room time. By simply moving the interviews to a waiting room, a hospital in the Inland Empire performed 50% more mammograms a day without adding any personnel or equipment. That translates into fewer trips to emergency rooms and saved money. In any other industry, a 5% improvement is considered extremely impressive. Have you ever seen a CT-scan technician reading a novel when the waiting room is full of patients? We’ve seen it, and most often it wasn’t the techs’ fault. It was a bottleneck in the front office, where receptionists failed to realize, or forgot, that the last patient had completed the scan and the room was open. The result is longer waiting times to even schedule a CT-scan appointment and, ultimately, more trips to the ER by patients whose inability to get a timely scan delayed needed medical attention. An engineering innovation first used in manufacturing – the Lean Method – can unclog the bottleneck. Rather than wait for the front office to “push” the patient to the scan room, the technician should “pull” him from the waiting room. This change can improve patient flow by 30% to 50%. Moving patients through a hospital more efficiently also means making it less likely that they will have to return. Too often patients are sent home without proper instructions on how to care for themselves. A patient with congestive heart failure, left guessing about what to do, is more likely to be readmitted. Just one averted readmission through better patient instruction can save $5,000 or more. Eliminating delays, reducing idle time for machines, altering physical layouts to eliminate unnecessary walking, revising job descriptions and/or assignments – these are some of the relatively simple steps hospitals can take on their own to save money and introduce efficiency into their operations. Of course, doctors, nurses and other caregivers — not just administrators – need to be consulted to ensure a supportive staff. The new health care law will depend on taxing expensive medical insurance plans, comparative effectiveness studies and rewarding doctors for cost-effective treatments to slow rising costs. These are all worthy ideas. But their success depends on changing patients’ extravagant expectations about the care they should receive. That will take time. By showing them how to move their patients more efficiently, engineers can teach hospitals how to deliver quality health care at lower costs today. The public deserves no less because they end up paying for waste. And you can do all this without having to pass a law. That’s efficiency. Ticketmaster, Live Nation Merger Approved: Will It Lead To Lower Ticket Prices?

LOS ANGELES — The U.S. Justice Department cleared the way Monday for concert promoter Live Nation and ticket-seller Ticketmaster to combine after imposing major conditions meant to create stronger competitors and lower ticket prices for consumers. Shares in both companies rose sharply in trading after reports surfaced that the merger would be approved. The rally continued following the afternoon announcement. Assistant Attorney General Christine Varney said Ticketmaster would have to license its ticketing software to competitor Anschutz Entertainment Group Inc. and sell its subsidiary Paciolan to Comcast Corp. subsidiary Comcast-Spectacor. Paciolan sells tens of millions of tickets every year, she said. The conditions would result in two large, vertically integrated competitors – AEG and Comcast-Spectacor – that would vie for ticketing contracts with the merged entity of Live Nation Inc. and Ticketmaster Entertainment Inc. The merged entity would also be under a 10-year court order prohibiting it from retaliating against venues that choose to sign ticket-selling contracts with competitors. Consumer groups, ticket resellers and some politicians had expressed concerns that the combined company would control too much of the concert experience. Varney announced the merger conditions on Monday, saying the deal as proposed would have been “anticompetitive.” Both companies agreed to the conditions, but a U.S. District Court in Washington, D.C., would need to approve the settlement. Canadian regulators and 17 state attorneys general also signed onto the deal. “It’s going to benefit competition and benefit consumers,” Varney said. “Generally when you see robust competition, you would expect to see prices coming down.” Live Nation Chief Executive Officer Michael Rapino, who will be the CEO of the merged company, said that “with this resolution the playing field is competitive and broader. “We believe that this merger will now create a more diversified company with a great selling platform for artists and a stronger financial profile that will drive improved shareholder value over the long term.” Ticketmaster CEO Irving Azoff called the resolution “a great win for fans.” Live Nation, which is based in Los Angeles, and Ticketmaster, which has headquarters nearby in West Hollywood, have said the merger will streamline their operations, ensuring their survival. They say music fans also can benefit through lower ticket prices because the merged company can earn money in new ways. Shares in Ticketmaster rose $2.56, or 19.3 percent, to $15.86 in afternoon trading, while shares in Live Nation went up $1.67, or 18.2 percent, to $10.83.

Auto Industry Will Have Little Growth In 2010: Report

DETROIT — The U.S. auto industry will recover only a little next year, weighed down by high unemployment and other troubles that will continue to limit economic growth, a top industry analyst said Monday. Fitch Ratings analyst Mark Oline predicted that sales will rise to 11.1 million cars and trucks next year, a 7.8 percent increase over the 10.3 million he expects for 2009. Unemployment, limited consumer discretionary spending, lost wealth from lower housing values and a higher consumer savings rate all will combine to limit auto sales next year, Oline wrote in a note to investors. And even if sales rise to 11.1 million, many automakers and parts suppliers will continue to spend more cash than they take in, Oline said. Worse yet, the risk of a double-dip recession or a spike in gas prices remains present and could further limit any recovery, he wrote. Automakers and parts makers, however, are seeing improved liquidity due to expanded access to external debt and equity markets as well as government aid. “This is expected to support the industry during a protracted period of relatively modest sales growth,” Oline wrote. Yet General Motors Co. and Chrysler Group LLC, both of which exited bankruptcy protection this year and are receiving billions in government aid, will have trouble selling shares to the public in 2010 if the market recovery is slow, Oline said in an interview. GM has received about $52 billion in U.S. aid, while Chrysler has received roughly $15 billion. GM says it will begin repaying $6.7 billion in U.S. loans in December, with at least a portion of the rest repaid when the government sells its 61 percent stake in the company. GM is preparing to make a public stock offering late next year, and Chrysler said it would do so sometime from 2011 to 2014. Both companies have to show they can be viable without government aid, and that includes posting a profit as well as showing market acceptance of their products that will be difficult in a slow market, Oline said. “It doesn’t look like they would be in a position to generate strong enough cash flow to start improving the balance sheet and convince the markets that they are a viable independent entity” next year, he said. GM’s ability to sell shares publicly depends on sales recovering to a level that’s better than the 11.1 million Fitch is predicting, Oline said. It also is dependent on Chinese and European sales growth, he said. “If we’re at 11.1 (million) or less, their operations will still be relatively weak in terms of their operating performance,” he said.

News Corp. Profit Beats Estimates on Results at Film, Cable-TV Divisions

By Sarah Rabil Nov. 4 (Bloomberg) — News Corp. , owner of the Fox Film studio and the Wall Street Journal, reported an 11 percent increase in first-quarter profit, beating analysts’ estimates on box-office gains from films including “Ice Age.” Net income rose to $571 million, or 22 cents a share, from $515 million, or 20 cents, a year earlier, the New York-based company said today in a statement. Analysts projected 18 cents, the average of 15 estimates compiled by Bloomberg. Revenue dropped 4.1 percent to $7.2 billion, compared with estimates of $7.21 billion. Chairman and Chief Executive Rupert Murdoch is demanding to be paid for content. Fox News, the Big Ten Network and News Corp.’s regional sports networks on cable all took in higher affiliate fees. Murdoch is also planning to charge for news on the company’s Web sites, and is seeking retransmission fees from television providers that carry the Fox broadcast network . “The economies in which we do business are clearly in better shape than they were a year ago,” Murdoch said in the statement. “We have further positioned our operations to take advantage of the improvements we are seeing globally. News Corp., also the owner of the FX cable channel and HarperCollins book publishing, rose 14 cents, or 1.2 percent, to $11.58 at 3:47 p.m. New York time in Nasdaq Stock Market trading . The shares had climbed 26 percent this year before today, compared with 16 percent for the Standard & Poor’s 500 Index . News Corp.’s Twentieth Century Fox is the fourth-highest grossing film studio in the U.S. this year, according to Box Office Mojo. “Ice Age: Dawn of the Dinosaurs,” released on July 1, has taken in $880 million worldwide. The quarter ended Sept. 30 was the first for Chase Carey since he rejoined News Corp. as deputy chairman and chief operating officer. Abu Dhabi to Buy Temasek-Backed Chartered Semiconductor for $1.8 Billion

By Jeran Wittenstein Sept. 7 (Bloomberg) — Advanced Technology Investment Co., owned by the government of Abu Dhabi, plans to acquire Singapore-based Chartered Semiconductor Manufacturing Ltd . for $1.8 billion (S$2.5 billion) in cash. ATIC will pay $1.86 a share (S$2.68) for Chartered, a 14-percent premium to the company’s 30 trading-day volume weighted average price, ATIC said in a statement posted online. Chartered makes chips used in Microsoft Corp. ’s Xbox 360 game console and raised $300 million in April by selling shares to existing investors. The company has eliminated workers and cut overtime to reduce costs. ATIC plans to combine the operations of Chartered and Globalfoundries Inc., a joint venture created with Advanced Micro Devices Inc. last year. Doug Grose , chief executive officer of Globalfoundries will become CEO of the combination, ATIC said. Chartered Chief Executive Officer Chia Song Hwee will be named chief operating officer of the merged company.
